Regulations of the project Estonia-Latvia 100+ 2013

 

PREAMBLE

„Estonia-Latvia 100+“ is a project (hereinafter Project) managed by Estonian Football Association (EFA) and Latvian Football Federation (LFF). Purpose of the Project is to promote football through holding over 100 games on 29.06.2013 in territories of Estonian and Latvian Republics within one day.

Article 1 Organization

1.1 In order to organize the Project there will be formed a Working Group from representatives of EFA and LFF.

Article 2 Participants

2.1 Any team can participate in the Project on a voluntary basis. 2.2 Participants will be divided into 3 groups:

  1. 1)  teams of the top football clubs Premier league (highest) and First league teams participating in Estonian Championships. Virsliga and 1. Liga teams participating in Latvian Championships.

  2. 2)  amateur football teams lower league teams, youth and women’s teams participating in Estonian and Latvian championships.

  3. 3)  project-based teams formed only in order to participate in Project.

2.3 Top football clubs are required to register besides their representative team also at least one youth team.
2.4 Grown-up teams participating in Estonian and Latvian championships are paired by Working Group according to the rankings of 2012 championships.

2.5 Other teams can participate in the Project if they register themselves beforehand.

Article 3 Determination of winner

3.1 1 point will be received for a win, 0,5 points for a draw and 0 for a defeat. Country whose teams gather the greate number of points will be the winner of the Project.

Article 4 Trophy and diplomas

4.1 Winner country will be awarded with a trophy.
4.2 All the participant teams will be awarded with diplomas.

Article 5 Duties of participants

5.1 Host team will bear the costs related to organizing the match, except the costs related to referees.

5.2 Visiting team will bear the costs related to delegating the team.

Article 6 Laws of the Game

6.1 Matches are played in conformity with the Laws of the Game promulgated by the International Football Association Board (IFAB).
6.2 Duration of the game is 2x45 minutes. Teams, exluding top football club teams, may reduce playing time upon agreement, but not less than 2x30 minutes.

6.3 Top football club teams and amateur football teams are permitted to make 6 substitutions per game.
6.4 The number of substitutions permitted during the match of project-based teams and youth teams under age of 13 is unlimited and back and forth substitutions are allowed.

Article 7 Match fields

7.1 Match field will be appointed by Working Group by the principle of holding the match between Estonian and Latvian 2012 champions in Estonia, 2nd place match in Latvia, 3rd place match in Estonia etc.

7.2 Match fields proposed by participants will be finally approved by Working Group. In case the participant has no home field, match place will be appointed by Working Group.

7.3 Working Group appoints the match places based by the principle of keeping the amount of games in same magnitude in both countries.

Article 8 Requirements for match fields

8.1 Match fields must be in accordance with Laws of the Game.

8.2 Games played by project-based teams and by players under 13 years can be held on fields with reduced size. In case of reduced sized match fields the number of players can reduced accordingly, but not less than 7 vs 7.

Article 9 Referees

9.1 Referee and two assistant referees will be appointed for top football club games. For the rest of the games only referee will be appointed.

9.2 Estonian Football Association is responsible for appointing licenced referees for all the matches held in Estonia. Latvian Football Federation is responsible for appointing licenced referees for all the matches held in Latvia.

Article 10 Dispute resolving

10.1 All disputes related to this regulation will be solved by Working Group.

Article 11 Unforeseen cicrumstances

11.1 Any matters not provided for in this regulation, such as cases of force majeure, will be settled by Working Group, whose decisions are final.
