"Today, I can announce that our initiative to bolster the American military presence in Europe will include additional air force units and aircraft for training exercises here in the Nordic-Baltic region. And we agree with our Estonian allies that an ideal location to host and support these exercises would be Ämari Air Base here in Estonia," Obama said.

During a joint press conference with the Estonian President Ilves, the US President also said that the American security pledge to Estonia is "unbreakable, unwavering and eternal."

"Our top priority has been to make sure there is no ambiguity as to our Article 5 commitments to our NATO allies," Obama said in Tallinn.

Estonian President Ilves indicated that since the security situation in Europe has changed, there might be a way around the NATO-Russia Founding Act, according to which the alliance is not supposed to set up military bases near Russian borders.
